You cannot target fat loss (except for lyposuction). Just do cardio any cardio will work as long as it is intense. If you lift weights you will not look like a body-builder. Go to the gym and look at all the women lifting weights. Very few look like bodybuilders. For most women reasonable lifting makes them look more feminine by giving them curves.

As mentioned, you cannot spot reduce - body fat is lost uniformely throughout the body through exercise and proper diet. What you can do is target tone a specific body part.
It's almost impossible for women to get large muscles without supplementary enhancements. They just lack the testosterone levels. The most that will occur is muscle tone.
Many people, and women are particularly prone to this, skip resistance training (weights, weight machines) for fear of getting big manly muscles - this just won't happen. However, including weight lifting along with some cardio and proper diet will see the best results for fat loss and general fitness. Lean muscle will metabolize calories 24 hours a day, as cardio mostly burns calories only during the workout.
A balance of resistance training, cardio, and diet is key...

swimming laps is great for every thing but jackjack it is winter and who knows if she has a pool she can jump into every day.
losing weight overall should help that problem but that can be tricky. lifting weigths should firm up thoughs areas. do simple exersizes with light weights for alot of reps. working out that way will difine the problem areas alittle more but will not build bulky muscle
