Kittens will play with anything. One of the best homemade toys is a piece of paper crumpled up into a ball. Try to avoid shiny objects as cats tend to eat them. (Christmas tinsel) You should also take care to watch your kittens when they play with toys. Shoelaces are fun, but I've seen the vets here have to remove them from kitty GI tracts, surgically, several times. They get a piece in their mouth and then start swallowing until the whole thing goes down.

I made the experience that I bought a bunch of toys, but they don't touch them and rather play with the "little things" They are crazy about the lids of water bottles. So don't worry about spending a whole lot of money on "real" cat toys. You'll have something in your household.

You can buy a cheap packet of catnip in any pet store then sew it into any type of material that won't leak and is resistant to tears. Even double thickness is good. The cats won't care what the toys look like once they get a sniff of the catnip. Or you could also buy them something practical like a pot of kitty grass from the pet shop. It's inexpensive, very good for hairballs and digestion etc and cats love it.

Paper grocery sacks are a favorite.
So are boxes. Any box. Cardboard, plastic, it's all good. Scratch at the side of the box with your fingernail while the kitten is in it, they love that. Cut holes in cardboard boxes, it's funny to watch the kittens stick their little arms out.
The ring from a milk top. Try tying one to a string and playing with them like a fishing pole.
Stuff the toe of an old sock with paper, a plastic grocery bag or cotton balls and tie it in a knot. If you have some cat nip, put that in too.
Have fun

The rule of thumb is the enjoyment a cat gets from a toy is inversely proportional to the amount of money spent on the toy.

I find with my cats (9 in all--two house cats and 7 barn cats), they have the most fun with either string dragged behind you (we call it "trolling for cats") or with a ping-pong ball or a ball of tin foil.

Toilet paper rolls or simply a balled up piece of paper work great. My kittens ignore bought toys for the above items. Good luck!

They love crunched-up plastic bags or tissue paper for wrapping glassware. Tie a cloth string to a thin bamboo pole . Flick the pole at them , they love to catch the string and you don't have to move much.....just flick it from where you are standing and make them run the radius of the pole and string.
Get them catnip........they love it.
Put them on your bed, and slide your hand under the sheet or comforter, they love to chase after your hand. It really thrills them.

Go to your local dollar store or pet store or somewhere cheap and close.

If they have a pet section, odds are they have those little clothy jingly-jangly balls with the bells in them. Those tend to keep them entertained and occupied and are usually under 3 dollars.
