#1...make sure you actually have a pair. Look at the cere (the nostril area) oddly enough blue for boys and pink (to brick red) for girls [this does not hold true for some of the rarer colors].
#2...make sure they have a cage large enough to get good exercise and place it in a quiet area.
#3...make sure you are feeding them a healthy diet and that they have a cuttlebone AND mineral block.
#4...get them a parakeet nest box with concave bottom and attatch it to the outside of the cage.

Shalvia has the right idea, but...
the cere is often pink or blue on adult male parakeets, it's brownish on the adult females. Sometimes the color variation can be subtle, so it can take some practice to tell male and female apart.
You can't tell the difference in sexes by behaviour either. Same sex pairs will behave the same as male-female pairs.
When a female decides she is going to nest, she is going to start tearing up things. I used to tear up small bits of cardboard and drop them loosely in the nesting box. Sticking her head in the hole of the nesting box and nibbling at the loose cardboard just inside can help put ideas of raising a family in the female's head.

Bred Parakeets a lot of years, and you know never once did I think to do what Domino Sweety suggests,,,,,duh silly me,
That's where I went wrong.
To get your parakeets to breed you must first be sure you have a pair, give them access to a nest box and increase the amount of foods that are available to them.
Not just seed, ensure they have such things as soft food available also fresh bean sprouts, apple and carrots.
I used to add a drop of liquid calcium available from your local pharmacy, to their water, Cuttle fish bone is useless as a calcium intake source.

The most important thing is to create a mating box for them. They wont mate unless they have a mating box and some privacy! The mating box can be the size of a bird house and doesnt have to be really big just big enough that they can get in and out of there fine and make sure it is dark in there. Good luck!

The first 2 answers are good. I want to add that time of year has a lot to do with it too. Increased hours of daylight, like when winter turns to spring, cause them to want to breed.
It's possible to artificially do this with a UV lamp, but it's easier (and safer) just to wait until spring.
You do need to make sure you have a male and a female. It's not always easy to tell by looking. Consider having them DNA tested. Its inexpensive and you can do it by mail order from this site: http://www.avianbiotech.com/
Start them on a healthy diet now, that way they will be ready when the time comes.

Increase light exposure. If you cover them for 10-12 hours every night, uncover them for less.
Feed healthy table foods all the time, but calcium is really important when the female is producing eggs.
Make sure the birds are both atleast 1year old.
You should also make sure you have plenty of time to moniter parents/babies, alot can go wrong.
