Take whatever physical contact you're already engaging in, and build on it. Taking a woman's hand is generally non threatening enough. Once you're holding her hand, it's a relatively small matter to kiss her hand.
Another test is to take a small bit of her hair, and twirl it around with your fingers while you're talking to her. If she doesn't object to that, she probably isn't going to object to you kissing her.
If at any point, she puts up any resistance, back off. That means she isn't ready yet, but it doesn't necessarily mean she never will be.

Sorry, I cannot help you out with that one. If she's your gf she should want to kiss you. No "sign" should be necessary. If it is perhaps you need a new gf.
