If I see a poem i like on the internet and its copywrited, but i put what it means to me in there and put a different title on it. Is that plagerism?

Yes it is. You could also get a mark on your paper similar to what I got years ago writing a book report. Not wanting to read a particular book and since I had seen the movie that had been made from this book, I cheated and wrote the book report on what I remembered of the movie instead and just said it was the book. When I got the paper back it had a big red "F" through the entire page with a note to the side stating, "I saw the movie, too."

Yes. Even if it isn't copyrighted, it's still plagerism because you are taking someone else's ideas, and claiming that they are your own. If you said "I really like this poem called ---, by ---" then it isn't plagerism.
