When I look under my budgies wings on her body its not covered by a normal layer of feathers, its just skin with a few feathers. Is this normal since the wing always rubs againts it or not?

Yes this is a normal situation for your Budgie, because the wing carries the primary and secondary flight feathers there is little room left for any other feathers, dont worry

It depends on what the budgie's doing, like rubbing it's wings but my budgies' wings are perfectly covered with feathers with no skin showing

That is normal there are not many feathers under the wing.

This is not normal. He may be over-grooming due to a couple of things. He may have mites or he may be stressed. For mites spray a paper towel with mite spray and clean him with it. If he's stressed, he may be upset by his environment or just need more attention. Also check the color of the bottom of his feet. If they're a shiny pinkish, he has a vitamin A deficiency.

Totally normal. We call this the "wingpit". If the bird ever seems bothered by it or starts developing sores, then obviously a call to the vet is in order. Otherwise, just be happy that you have a normal bird. :o)
