At the time Christopher Columbus landed in America, their were no regulation on immigration. So to answer your question, there was no policy written at that time for any one to immigrate to America. Later after America was colonized, then laws began to be written.The immigration laws came after America was formally introduced to the civilized world as a sovereign nation.
Before I get any slack on that, I do need to admit this global community is not very civil at times.
