My sister is 4'11" and is almost thirteen. is she short? while im at it, im 5'2" and ill be 15 in april, am i short?

that's a pretty relative term. Different cultures have different norms for physical attributes but this answer would deinitely matter upon your maturity and growth it's possible for you both to grow a considerable amount over the next few years. Generally females mature a little faster then boys but who knows don't sweat it.
I'd say no your not too short.

No. You will both grow some more but you are doing fine. And listen, if you are lucky enough to be size petite when you grow up every other girl on the planet will be jealous of you (even if they won't admit it). :)
