According to Canon Law 1091, consanguinity (blood relationship) in the direct line (father & daughter, grandmother & grandson, etc.) or in the indirect line (first cousins) is an impediment to marriage.

This impediment may be able to be dispensed by the bishop of the diocese.

Are you sure that marriage with 1st cousins is prohibited. The RC may frown apon it but there is nothing that I am aware of that actually prohibits such marriages.

some catholics are more practicing than others. like some people say they are christian and don't act very christian like, in other words anyone can say they are catholic/chritian etc but it is only by name not by words and actions of what they say they are.

Some are just lazy and don't look for someone else to have a relationship with.
