I gave them a deposit of $200.00 , they said its refundable . is it true (I'm from Canada)

All of you are dreaming if you think you get 3 days to change your mind....the only time this would apply is if the dealer came to your house to sell you a car......normally a contract is a contract.....if they really want to play hard ball with you, you are stuck and should normally lose your deposit.....did their contract or promotion allow you some sort of out.....time or whatever else?.....if not........you probably lost your money........just be nice to them and try to back out of it...but if they want to hold you to it....just chalk up the $200 to experience and be grateful if you don't get stuck with the car.....welcome to the US of A!!!

Yes. Depending on the timing, you might lose your deposit, but you certainly won't be obligated for the car itself. Even if you were technically, I can't imagine any dealership bothering to chase it.
