Its aluminum, not tin, and yes you can go over it.

I would see IF anyone in the construction business that does siding would give you an HONEST OPINION on this question. Check your siding with a magnet to see if its steel or not. Mine is steel siding and the paint is baked on. Still looks great after 20yrs.
A regular house probably has plywood on its exterior underneath the siding to give a person a large area in which to fasten the new siding onto.
A mobile home just has a 2x4 or 2x6 skeleton behind the metal in which to fasten anything to, which inturn gives a person alot less to be able to fasten a piece of siding to. Look and see if your mobile home has rows of metal screws visible on the metal exterior. Thats where the 2x4 or 2x6 skeleton is. You may or may not be able to tell where the vertical lumber is underneath your current siding. Same idea for the horizontal lumber.
So, really, I don't know if its a good idea personally or not. Unfortunately mobile homes don't give a person much to work with. I don't know where you live, but maybe a good Amishman lives in your area that does home construction work could help you with this idea and give you some advice on such a project.
I hope you can find a good solid answer to this question. Someone that works at a mobile home manufacturing facility that does siding work would possibly be a good source for an answer as well. Good Luck, and I hope you get the results you desire.
Be careful about what just anyone may tell you about insulation. You can get too much of a good thing, then your interior walls and or ceilings will sweat in the summer months forming stain like spots and possibly mildewing. There IS such a thing as overinsulating.

yes.. I screwed on 2x2 studs on 16" centers. added insulation and then siding and a new roof with blown in insulation ,, I can heat it with a candle now and a/c cost pennies compared to what it used to be. .. that was 15 yrs ago and it still looks good.
