I got in trouble while I was TDY at school. They wrote me a counseling and kicked me out of school. Now I'm at my next duty station and they want to counsel me for that same situation and give me an Article 15. Can they do that?

You know, councelling isn't just for getting in trouble. Nor are tehy always written and formal. Formal counsellings aren't always about correcting problem either. A written counselling is an exellent way for a superior to show that, yes indeed specific information was imparted in such a way at such a place and time. But even when it is about making a correction, a counselling is not a punishment. A counselling can be just having a chat. In fact, as I'm an NCO, you could consider this a counselling.

There is no double jeopardy concerning counselling. The school did not give you an Article 15. That would be different. You can't be punished twice, but you can be counseled over and over again.

Yes they can.

the first counseling statement was probably for the actual incident which caused you to be kicked out of the school.

The second counseling statement, based on what you are saying is probably for getting kicked out of school.

Even though they are related, they are 2 different situations.

As for the Art 15, it depends on what act they are going to charge you with. Based on your statement, it sounds like a PCS with TDY en route. If that is the case, your new duty station doesn't have jurisdiction. Your previous unit would have jurisdiction or the unit that you were TDY at.

You can get counseled as many time as your superiors feel necessary. Remember that a counseling is not a punishment - it is merely a formal method of discussing a situation with you.

The Article 15 is going to result in your punishment.

They can give you as many as it takes to straighten you out. When will you learn that it's you and not the rest of the world.
