You've got two options:

1) Go to a local florist that operates the Interflora system.

2) Find a local flower shop (to her) in Italy on the internet and then either phone your order or order online, paying by credit card.

Yes it is possible. You could go to a large flower shop that might have a location in Italy and they can arrange it for you. Or you can order online from an italian flower shop.

yes it is possible. in fact im sending my mom a bunch of flowers this christmas through online florists. there are lots of online florists in italy. flowersitaly.com is what i tried. they have good collection and reasonably priced. you may want to try it too.
