Very interesting / good question. In 1983, M. Scott Peck, M.D., a psychiatrist, wrote his second best-seller book entitled "People of The Lie: The Hope For Healing Human Evil", and throughout his book he gave specific evidence of what he saw as evil in humans, and differentiated between people who did evil things, and people who were evil. It's an excellent book on just the subject about which you are querying, and I highly recommend it. As a retired mental health practitioner myself, I can attest to the validity of his observations and his evaluations of what he saw and experienced. I highly recommend this book to you, published by Simon and Schuster back in 1983. Dr. Peck's first book, "The Road Less Travelled", 1978, was on the NY Times bestsellser list longer than anybook, fiction or nonfiction, for quite some time, and I'll be surprised if anyone has surpassed that. He is deceased now, and this world has lost a major contributor to the field of mental, and spiritual, health. God Bless you.

I don't know about evil, but there is one guy I know who is definitely an inherently bad person. He sends off this vibe...it's hard to explain...but I have always been very uncomfortable around him. Here are some examples of the bad things he DOES:
1. Corners girls while they are at work and can't escape, and then tells them that he's going to "take them on a ride in his Mustang"
2. Tells people how much smarter he is than them and that they will amount to nothing.
3. Will only have relationships with women who will have sex on the first date.
4. Is manipulative and will do anything to be sure he gets his way.
And I could go on and on and on. Ugh. He is the one person whom I can say I truly hate. (And no, he's not an ex.)

I'd look into their past. Personally i find that most of people's motives relate to thier past and upbringing. I would choose what made them evil by the path they took. Here are some blatant examples:
evil: He enjoys torturing people because it makes him feel like he's in power. When he was a kid his parents made him dependent.
Not good.
non-evil: He thinks he's doing it to help people, or doesn't know what he's doing
i believe in motives being the real evil

It's a difficult thing to determine, but I figure a person's intent is what makes them "evil", not necessarily their actions. The difference is that a so-called "evil" person may have not committed any despicable acts simply because he hasn't had the proper opportunity yet.
