Let's be honest people, there is a major steretype about girls with that tatoo. Maybe not all girls have the same motive while getting it done, but any guy who is HONEST will tell you he sees it as a sign.

I think it was meant to describe someone who is feisty, independent and courageous ( like a bullet) yet tender, beautiful and sweet (as a butterfly's wings)

it may mean that she follows the goddess path, i.e., she's a pagan, and believes in the concept of life and renewal, just like the cycles of the butterfly...its a really common symbol for women who follow the goddess...no, i'm not joking...

sometimes any tatto there is concidered a tramp stamp. I've even heard that some got it so it can be admired when hitting it from behind.
