I take good care of him and play with him daily

I think we need more of a description than "evil"... evil how, exactly? If he's destructive, then one way to minimize the damage he causes is by clipping his nails. It sounds like a scary thing to do, but I can do it to my very wiggly and uncooperative cat with a towel and nail clippers - it just takes some practice. If he's still clawing things, try Softpaws (little "tips" you put on his claws so that they can't sctrach things). If he goes after certain items (my cat likes paper and plastic bags and elastic bands), make sure that you keep the "tempting" things out of his reach.

If he's going places he shouldn't, like plants or counters, try covering the areas with tin foil or tape - he won't like the feeling on his feet, and will stay away.

If he plays rough and bites and scratches a lot, then you have to let him know that he's hurting you. When he does, take your hand (or whatever he's munching on) away SLOWLY (too fast, and it becomes a game) and say "Ow!" Stop playing with him when he gets too rough, and ignore him completely. He'll learn pretty quickly that when he crosses that line, play time is over.

Does he gnaw on your ankles and hands? Don't use your hands to play with him. That teaches him that your hand is a toy.

The best thing I ever did with an ankle biting single kitten (found as a feral) was to let it spend the weekend with another orphan kitten. The two of them bit and scratched the crap out of each other until they both figured out that it hurt, and they stopped doing it. Your kitten probably doesn't know it is hurting you, they don't understand until another of their kind shows them.

Evil spirited because it gets into everything?...that's what kittens do. If he hisses and is unfriendly, that could just be his personality. Grumpy kittens can be as entertaining as friendly kittens. We've had both.

if he bites try flicking in the nose when he does and if he gets in to stuff or on stuff try spraying him with water when you dont want him to do something

Put him in a bag and throw it in the river. It was truly evil, your problem is solved. If it wasn't, PETA will be knocking at your door!
