Yes, you can have it highlighted although I would recommend that you have a professional do the service. Don't try to do it yourself. She will have to use a decolorizer as a new tint will not remove the previous tint. Also, keep in mind that when highlighting over colored hair you will not get as pale of a result as you would if you were highlighting virgin hair. You may also need a toner to get a more neutral result. Just be patient as it may take a few visits to get you back!
You may also want to use a color remover as opposed to the bleach. A color remover will de-oxidize the color molecules and shrink them down so they're not visible to the naked eye. In doing this it can essentially take you right back to the color you were previous to the initial low lighting. These color removers (Phantom or Modulat are some different professional ones) will remove ONLY the artificial color and not the natural melanin. Bleach or decolorizer removes everything from the hair, both natural and artificial coloring. This approach will also save the integrity of your hair as it is non-damaging. You will have to find someone who is well versed in corrective color.
Good luck!

You have to wait for the brown color to settle down. You can't color over color. The new color won't work. I just went through this and have to wait 6 weeks for the brown to settle down and then I will have it highlighted blonde. I have used every color, every combination of colors, and it is a tricky think to fool around with your hair color. I learned that the hard way. A light brown color does not always come out light brown. But getting back to your question, no is the answer. You have to wait a few hair washings before you do anything else to it and be sure to condition well.

Your hair color didn't turn out well because it was so light and bleached. If you color it again, it might look good for awhile, but will fade again. You need a filler if you are making it darker. Go to a professional. I wouldn't reccomend getting highlights, unless you want your hair to break off. You have processed it too much.

you can highlight it, you can do it at the same time that you dye it, or if you dont do it at the same time, you might want to wait a few days, so your hair has a time to "heal" from the coloring.

Yes.... but give it a week between dying and hilighting. It's less "stress" on your hair. My hair stylist makes me wait a week between the processes.
