I got in trouble while I was TDY at school. They wrote me a counseling and kicked me out of school. Now I'm at my next duty station and they want to counsel me for that same situation and give me an Article 15. Can they do that?

I recommend that you place whatever you did in the 'Never do this again' file.

Yes you can if the same situation took place at a different time. For example you did something wrong yesterday and go t counsiled on it the same day. Then today you do it again. Then yes they can.
