The last time I went shooting with my dad was about 10 years ago, but we recently found a couple boxes of ammo in the basement. The jacekts are now all discolored so I wouldn't feel safe using them.

Just take the ammo to the police station. They'll dispose of it for you.

Actually, if you pull bullets as previously described, you CAN "dump" the powder.... made of various nitrate compounds... it breaks down in the environment and can be used as a fertilizer.
Do be cautious though about the remaining cases... the primers in them must still be considered "live" and can go off. DO NOT USE THESE PRIMED CASES FOR RELOADING !! If you try to decap the cases (punch out the primers) on a loading press you run a very, very high risk of the things detonating. And being old you probably don't want to re-use the primed cases either. Soak the primers (still seated in the cases) with WD-40 or other light petroleum product for at least 24 hours to deactivate them.

After my Dad passed away, I suddenly had 50 rounds of 30.06 and it was 60 years old (Saint Louis Armory, 1942).

I took it to and my local gun shop (in California) was willing to take it off my hands... but I decided to have them de-arm it... clean it , and rebuild it.

My Local Police have a program to take old ammo off someones hands as well.

What you can do is bring the ammunition to your local police department. They should offer the service called "destruction of ammunition".

buy a kinetic bullet puller (about $7) and it will separate the bullets from the cases and not harm either, throw the powder in the toilet or burn it (modern smokeless powder will fizzle not explode, it only explodes when you contain the gases). You can recycle the empty shells and reload the bullets.

Please don't do it yourself. State agencies are required to follow methodology that is environmentally sound. Don't flush anything down the toilet or dump on your yard, where contaminants may enter the local aquifers
