what are them empty vhs cases called for the little camcorder tapes?

I think you are talking about the big VHS tape that you put the small VHS tape inside. They are VHS-C adapter tapes. If you tell the person at the store that's what you're looking for, they should be able to find it for you.
*note: they only work for VHS-C tapes, not 8mm or miniDV
