I had a brest reduction/lift when I was 19. It was the best decision I ever made. I'm sure a plastic surgeon would do the procedure given that your breasts are fully delveloped and not still growing (they usually are by 17). You might want to go and have a consultation done to see what the best option is for you. Good luck!

If you are under 18 you cannot have surgery without your parents' written consent. From a medical viewpoint, you need to have a consulation with a plastic surgeon, preferably more than one, to find out the magnitude of the surgery and its impace on someone your age and in your situation.

When I was a child they made me wait until I was four to remove a hemangioma on my lip that I had sucked like a pacifier as a baby and made big.
I'm sure you would need parental consent though.

I think you have to be 18, unless it's a medical necessity or if you have your guardian's or parent's signed release form.
