A dermatologist. I went to one a couple of years ago to have a wart removed myself.

Usually your general practitioner can remove these with liquid nitrogen. They do have this treatment over the counter but people are afraid to use it long. You have to cause a blister on the wart for this to be effective. My doctor explained that the irritation of the blister kicks in your immune which works on the virus as well as blister. It may require several treatments but let scab heel before next treatment. Also when I worked at the dermatologist one of those said that soaking in as hot of water in between treatments helps as the wart virus is sensitive to temp.

You can go to a general practitioner also - they're just warts on your hand - not a big deal - they can burn them off.
