The atheist. The atheist does the right thing just for the sake of doing the right thing; the God fearing individual does the right thing because he wants to impress a deity and get into the afterlife. Both do good deeds, but the motives are entirely different, and that makes a huge difference.

It all depends on what the morality and ethics you are referring to are based on. If on the word of God, I would say the God-fearing individual. If based on society's standard, probably the Atheist and maybe a Christian. Depends on the humanistic standard of the moment as society's standards change quite often where God's standard never changes "I am the same yesterday, today, and tomorrow". Sorry for the iffy response but it does make a difference for the answer.

There's no general answer for this. If we went by percentages, I'd have to say Atheists... but only because the percentage of Atheists are low compared to "God fearing" people. So, overall, that's not a good way to view it. Though many people seem to love using this statistic to prove these things. Statistics are just generalizations for the public to use.

It would seem the god fearing individual would be more compelled to do good and treat others well. But history has shown the opposite.

It depends on the individual. Belief on non-belief doesn't have much to do with morals and ethics.

It all depends on the person but if someone behaves because of fear of punishment or desire for reward then that's not very moral.
