A business letter is one that is written in a formal manner. In other words, it is not written like you would be speaking or writing to a friend.

There are a variety of forms of business letters based on the purpose of the letter. These usually have a particular format, for example:

1) Date at the top right
2) Your name/address at top right
3) Destination name and address below that on the left side
4) One liner purpose of the letter (RE: product recall)
5) Salutation (Dear Sir or Madam)
6) Opening sentence explaining why you are writing today.
7) Brief description of the probelm or a background.
8) A summary or your request for them to contact you.
9) Closing (Respectfully,)
10) Your signature above your name and your title (John Smith, Consumer)

It either mean the "format" or the "contents" - regardless, a business letter is always set-up in the "block" format. The "contents" of a business letter, would be specific to its company! i.e. car dealership; manufacturing; optometrist, etc. Hope that helps you out -
