It is nice to take things slow and you are both very young. Get to know each other well before kissing on the lips.

I remember kissing a girl in grade 1, when I was about 6. I guess I was just copying my parents. I don't recall any romantic feelings, it was just an impulse. When I was about 9 I became infatuated with a 17 yr old girl from day camp. So one does not have to experience puberty or maturity to have these emotions.

I would say that your first kiss should be very special. Wait for the right moment and for the timing to be right. If you just force him to kiss you, you will always remember the fighting about it instead of the magic of it.
My first kiss was with my now husband. He went to kiss me and I turned my face so he'd hit my cheek. Now we just remember me turning, instead of a special kiss. But he tried to kiss me at a hockey rink in the hallway. If he had waited until we were under the stars, or maybe sitting at the park, or somewhere memorable, I wouldn't have turned.

Wait until you get to a nice spot. Wait for a quiet moment after you have been talking about something for awhile and then go for it. If he doesn't turn, you're good.
