You should. Check with your guidance councellor to see if there are local scholarships you can apply for.

Also, when you decide on a school, check to see what scholarships they offer.

You didnt say what courses the 4.0 referes to. If it is all tough AP courses like Latin, Calculus, English, etc. that is excellent, but if it is regular non-honors courses, and gym, health, etc, then that is not nearly so good. Also, is your high school a top school, or just an average school?

A 4.0 is good, but a 22 is not very good. The average for all ACT kids this year is about 21 and a fraction, so you are only a little better than average. If you applied to a top school , say Princeton, their average for ACT is about 30 or more.

So, realistically, are you competitive with the top students based on marks? Then, a lot of merit scholarships also include consideration for extracrriculars. But you can't get money for having joined a lot of clubs and then you sat in the back row. What they want is to find kids who were leaders, movers and shakers. So you should be sure to focus your attention on some way to prove to the college money guys that you are an exceptional person who will repay them for the scholarship by becoming famous, a community leader.

GO to the US News list of the top 100 schools and go down the list looking for schools that might fit the bill. Most of the 2nd level schools, (like ranked from 30 to 100) are looking for good students. THey are your best bet.
