I don't know about the FBI, but I know if local law enforcement breaks down your fence to get to your neighbors, they don't pay for it! There is a fund to which you can apply for reimbursement, but there's no guarantee it will be granted. Also, it's a big pain in the butt. Good luck if this has happened to you.
