When you know he is going potty, just give him what he needs and put the rest out of reach so he won't get into it.

Monitor him and show him how much he should use. I basically told my son to use one potty wipe and to make sure he kept his fingers clean while trying to wipe. Tell him that he doesn't need so much since he has a lil tush. Put it into perspective for him and help him understand how much is too much and why. But until he has a better handle on how much is the right amount to use to wipe, you need to be with him when he goes to the bathroom. Good luck.

try kandoo's they are wet wipes that are like baby wipes but are flush able. they seem to clean the area well with only a few wipes. and maybe watching him go and telling him to use only one or two. its bad for him to wipe the area too much and inside.

Sound like he needs little supervision. Do you watch him? If so, is he playing or compulsively wiping? If you don't know, FIND OUT. Then you'll have a better idea what to do.
