All wallpapers are different.

The most practical way to remove regular wallpaper is to get a scoring tool and score the wallpaper. This will put the smallest holes in the paper itself and not damage the wall. After that get a product called Dif (it's the best I've used), it's sold at any Lowes, Home Depot or Sherwin Williams. Follow the directions on the bottle. It will basically eat at the ahearing glue on the wallpaper. After letting it sit for the required time, start peeling away. After you get all the wallpaper off sand down the wall with a fine sanding pad or sheet of sandpaper removing the left over glue.
Wash the wall afterwards removing all of the sand dust and other debris.
You have to prime the wall after you finish all of the steps above because even though you removed all of the wallpaper, the glue chemicals still got into the wall itself. Use and oil based primer such as Kilz or ProBlock.
You can still paint Latex over the Oil Based primer. Oil based primer just works better then latex primer in those situations.

If you are only doing a room at a time....

Put drop plastic around the room entrances and place a humidifier in the empty room over night. Next day use a heat gun and a completely clean putty knife.

If you are having trouble starting the strips you can use a razor blade to create an initial edge to get under the paper.

Take a bowl and put 3/4 water and 1/4 laundry detergent mix together and then take your hand and wipe on the wallpaper then it should come right off when you peel it....

It depends on the wallpaper. Some will just strip off, some have to be made wet first, and others will have to be steamed off.

I hear applying water with a sponge and then using a hair dryer is very helpful. Unless of course it is foil paper then I would say the hair dryer only.
