no police report, other lady is lying, is ther any recorse?

Most police reports list parking lot accidents as 50/50 unless there are several non-biased witnesses. You don't say how much the damage is, but, if it is not thousands of dollars, I suggest you eat it, and retain your claims free discount. I assume, since there is not a police report, the damage is under the threshold in your jurisidiction that mandates a police report.

Why is there no police report? Now you are in a he said she said situation. Your only recourse is to use your insurance if you have full coverage and let them try to get it back from the other driver, or if you don't, going to court with a claim for the amount of your damages.

Your options are to file with your insurance and let them decide if they will go against the other person, file a small claims court action, or give up.
If it's conflicting stories with no witnesses and no police report you have little change of winning.

Talk with your insurance co. They may be able to pay and then sue the other lady for the amount.
