I havent been talking to my sister since I caught her kissing my boyfriend, and really don't plan to, I won't even go to family planning anymore, does that sound like the right think to do?

It takes a while to get over betrayal in general, especially when it involves family. Wait until you have calmed down and attempt to talk to her about how she has hurt you. Chances are she is very embarrassed about her own behavior.

What do you have to lose by tell her what you saw and how you feel about since it will it at you until you do.
