No. ATMs do not have the capability to disberse your money to your credit cards. If you've ever used an ATM you will see that there are no options for paying your creditors.
There are however, machines (similar to ATMs) that will take some credit card, electric, gas and phone payments.
Look for the signs at the machine. If it only has bank logos, then no. The others will clearly state you can pay your bill here.

atm machines are for getting money ... they arent electronically hooked to the 5 million different cc companies. wouldnt that be nice!
