I am sure it is.

Check with the rental car company. The rental car company might have a policy about taking the car into Canada, but every company I have used could have cared less. Keep in mind that Canada requires special proof of insurance cards. Check with your insurance agent before you go to get one of these cards (since it sounds like you are from Thailand, perhaps check with the rental company before hand).

In terms of renting in one city and driving to another, this can be done, but expect to pay top dollar to do so. I drove a car from Chicago and left it in Milwaukee (about 100 miles) for one day and it cost me about $250.

Not sure about whether or not you can do it from Canada, but I'll just say you're going to get punished big time by renting at point A and returning at Point B- especially between Anchorage and Seattle. I moved just 100 miles away and had to rent a van. Between mileage, gas, and the fees, I could have flown.

Yes. Ask the company, Budget or Hertz or whoever, if they have a location in Anchorage and one in Seattle and it shouldn't be a problem.

Enjoy your trip and drive safe ;-)
