my friend has a female dog of the same breed and we want them to have fun (sex) together without the worry fo getting the female pregned...both dogs have been neutered

I had a dog that was neutered and he tied with a female who was in heat! So unless that was a once in a million fluke, I would guess they can. But if the female is spayed, she may never give off any of the same 'vibes' she would when she was in heat, so they may never have the urge too! Sorry!!

Technically, they can. In neutering, they only remove the nuggets, not the gem, which stays perfectly functional.
But the female is spayed so she can't send the horny signals to put the gem into action.
Some dogs still get it on, but chances are your dogs would rather enjoy a platonic relationship.

Dogs don't equate sex with fun. To them it is a hormone/pheromone driven response, nothing more.
If the dogs are humping one another, it is a dominance issue, not sexual. If they are running and jumping on one another without the humping, that's just play.
