It all depends on how you make it. Usually you don't want it to be porous, and try to make it in a manner that prevents voids (holes, pores) from forming. On the other hand, you sometimes may want porous stainless steel (for a membrane support, a filter, a bubbler, or a muffler), and make it accordingly.

The stainless steel most people encounter day-to-day, such as you would find in a fork or in a sheet, is effectively nonporous.

i don't think it is, I guess it is possible for to be very slightly porous but I highly doubt it.
