I'd recommend...
Lake Havasu in Arizona. I know, I know, AZ doesn't sound like a tourist magnet, but this location is gorgeous and has been a hot Spring Break spot for a while now. It's more of a rock climbing, hanging out on a boat and tanning, white water rafting kind of Spring Break. http://travel.discovery.com/fansites/worldsbest/springbreak/springbreak_08.html
Of course if you're more into the "beach hang-out" Spring Break, there's -
Panama City: http://travel.discovery.com/fansites/worldsbest/springbreak/springbreak_11.html
Datona Beach: http://www.daytonabeach.com/
Key West: http://www.tripsmarter.com/keywest/springbreak/
If you're thinking of great Mexico destinations, check these out -
Cancun (beach party central):

Mazatlan (which, translated, means "the land of party"): http://www.gomazatlan.com/
Puerto Penasco (one of my personal favorites): http://www.rockypoint-springbreak.com/
If you're OK with traveling past the borders of this continent, you should try:

I don't understand why people always think you have to be on a beach or in a different country to have a great Spring Break. Definitely try Walt Disney World in Lake Buena Vista/Orlando, Florida. First of all, it's the most incredible place, as well as the number one vacation destination in the world. Second, it has everything you're looking for - you can book an all-inclusive package if you'd like at one of the many Disney Resorts, and you won't have to worry about driving because when you stay at a Disney Resort you get free transportation to anywhere on property via shuttle bus, boat/ferry, or Monorail.
Walt Disney World is a very popular destination for Spring Break. A lot of young adults go there and families with young children try to avoid the parks during that time. You could spend a week or more there, not leave property, and not get bored or run out of fun things to do. There's four different theme parks, two water parks, and Downtown Disney, plus a countless amount of recreation. If you're the type of person who likes to party and drink during Spring Break, there's plenty of things for you to do. Alcohol is served at restaurants, bars, and kiosks throughout all the Resorts and Parks. "Drink Around the World" at EPCOT's World Showcase. There's eleven different countries and each has a restaurant or some place where you can dine and have a drink. People walk from one country to the next and have a drink in each of the countries. Downtown Disney has a lot of night life. There's Pleasure Island, home to seven different clubs and a large outdoor stage. There's also Bongos Cuban Cafe (owned by Gloria Estefan) for food and dancing. Performances are held at the House of Blues, too. At Disney's Boardwalk there's the ESPN Club where you can have drinks and watch sports on over 100 different monitors (they're even in the restrooms!) There's also JellyRolls where you can watch two people play the piano - audience members make the song requests. Next door is the Atlantic Dance Hall. You have to be 21 or older to enter these two places.
Check out the Walt Disney World website and maybe even order the free vacation planning DVD. It will actually show you everything, or nearly everything, Walt Disney World has to offer...

An ideal location for this year's spring break is the island of Jamaica- the white sand beaches, the exotic villas, all-inclusive hotel accommodation packages are just a few. Other spots include; hiking in the Blue mountain, visits to Dunn's River Falls,Dolphin Cove- these sites are breath taking and as for diving, this is not an option. There are various Car Rental outlets to supply you with the car of your choice. One other great location for spring break is Barbados.

A lot of theme parks, like Disney or Universal, offer Spring Break specials with student ID. Stay on site to take full advantage of the resort.
Key West, FL is also a great SB destination.
Otherwise, I'm with the other answerers - take a cruise.

My friends and I took an amazing spring break a few years back. We got a package deal to go to New Orleans during that time. We each got airfare there and back, a Bourbon Street hotel room for 4 nights, and transportation to and from the airport for about $425. Great Deal! We got it through Southwest Airlines package vacations.
I know you might be thinking that New Orleans would suck at spring break, but it was great. My friends and I aren't big "beachy" people, and thought the weather was great. Like jeans and t-shirt weather. Plus, we found out when we got there that New Orleans is a BIG spring break hub for southern colleges. A lot of people were there from Texas, Mississippi, Tennessee, Georgia, etc.
I HIGHLY suggest you look into New Orleans.
But whatever you do, buy your package now!!! We bought ours in about December for travel in the second weekend of March.

Ive been to all the Florida places for Spring Break they are all good if you are looking for a cheaper trip. Ive also done the hawaii and jamica trips they are exciting as well. But nothing compared to Spring Break 2005 in Costa Rica. Try Tamirando, Costa Rica its starting to turn into a little hot spot. There are plenty of things to do around there. We stayed for the whole week and were able to take taxis and shuttles around the area and country. I'd be glad to give you more information if you want to drop me an email.

Go to travel agency and select an all inclusive package (including air flight and meals). Cozumel would be a good choice. I have been there and it is so beautiful. They have the national aquarium there. (Cozumel is located close to Cancun but is not so packed as Cancun would be.
South Padre Island is another great source. It is located next to the border of Mexico. The beaches are similar to Florida.

Save your money, stay at home or go out to the local college bars. Spring Break is overrated and all you do is get drunk and throw up in a different country. I went to Cancun, Mexico and Panama Beach, Florida both of them are nice but everything was a blur. One Spring Break we went to a casino in Kansas City, everything was included, meals, drinks and hotel.
