Where does the most snow fall in Virginia?

I am looking for a place to go snowshoeing near DC.

I'd try the Skyline Drive through Shenandoah National Park or Massanutten Mountain. My sister snowshoes in both of those locations, but she usually has to wait until late December at the earliest.

Maybe around the Shenandoah Valley, Blue mountains, Skyline Route.
