I have recently started a cardio program and am trying to lose 20-30 lbs. Riding the stationary bike is the best for me. I was wondering, is there a specific number of calories I should try to burn each workout? I am a 6'3" 230 lb. male and plan on doing cardio at least 3 times a week.

The simple solution is burning more calories than you consume. On the average, you need to consume 2760 calories a day to maintain your weight. Therefore, eating less calories and burning more calories will assist your weight loss plan.

The length of your cardio workout plays a key role. A stationary bike is a good source of cardio, but limited. There are other options which provide better results. If your only option is to ride the bike, I suggest you increase the amount of days for cardio and/or the length of time for the exercise. A minimum of 30 minutes 3 days a week helps MAINTAIN current status. Therefore, to lose more, you need to increase.

Just a suggestion, try doing additional exercises along with the bike. Your body will get used to the movement and eventually you will plateau and stop losing weight. You need to do some upper body exercises and weight training to get the most out of your exercise. Try additional cardio like running or walking too.
