Yes

1. Upon arrival at Parris Island- They have to make this call.
2. To make travel arrangements home or to their next duty station. They must make this call.
3. Holidays, they can if they earn it.
4. If they win drill, shooting, inspection and Crucible challenges (Crucible challenges determined by Drill Instructors.)
5. If they go through gas chamber twice (only in some companies).
6. If they cycle to EHP(Evaluation Holding Platoon), MRP (Medical Rehabilitation Platoon), PCP (Physical Conditioning Platoon), RSP (Recruit Separation Platoon), or from those platoons into training platoons (this exempts RSP as RSP is made up of recruits who for some reason or another could not make it through Recruit Training).

I should know, being that I am an ex-Marine.

I take it possibly you're talking about your son/friend or boyfriend?
They're not allowed to call...they have to earn it. I know they are allowed to call when they arrive to let someone know they made it okay. After that it's up to the DI (drill instructor) really. When my husband went through training he got to call me twice. One time because he wont the Pugil Stick event and the other because his platoon got Honor Platoon and that was their reward besides I think Pizza. Oh yeah, they also get a call on Liberty day ( I think it's about 2 weeks before graduation)
If you have a recruit go to this page it's VERY helpful!!
Here are some links:
This is the board for future recruits:

This is the General board for Parris Island (if you are in Eastern NC this is where you'd go to boot camp)

Oh yeah, they will call you with a calling card they have bought and also their calls are limited to like 5 minutes if it's a reward and on liberty day they also keep it short because everyone wants to call home.

When I went through we got 3 calls. One at the beginning to tell family we were ok, one to arrange travel plans for after graduation, and one because we won the Final Drill competition. If his platoon wins any of the competitions he'll get to make phone calls as a reward. If not, then he'll get just the 2. Unless he is there on a major holiday, then he may get to make one for that.

I have a friend who just went through marine training, and the contact is severely limited. It depends on the discrepancy of their commanding officer.

Personally, I went through Army basic training and got three phone calls the entire time I was there, all 3-5 minutes in length. It suuuuuuuuuuuuucked.

My husband was there 4 years ago this Christmas. He got a phone call when he got there to call and say he was okay. His group was different because a case of flesh eating virus broke out when he was there and they had to quarantined some guys and it was all over the news. He got to call home then and tell me he was okay and that he didn't have it. Then he got to call about travel arrangements and he made one other call just before graduation because they had misplaced our marriage license and I had to fax him another one. He didn't get to call for Christmas. I think usually they only get 2 phone calls though, but there are always exceptions.

Yes, you are allowed a phone call when you first get there. It's not much of a phone call though. You get about 2-3 minutes to tell your family that you're alright, you're eating and in good health.

If you get lucky (I did), you may get another extra phone call. It's a little better this time around.

You get another mandatory phone call to your family to talk about travel plans.

After that, it's only a couple of weeks until graduation, so you don't really need a phone call.

no they can "win" a phone call around week 4 and at the end of week 12 they get a liberty day, and they graduate at week 13. if they are calling at other times then i would think they had run into serious problems (failed drug test, arrest warrent etc.)and were waiting to be cycled out.

they will have to work for phone calls. my fiance got his first phone call 3 weeks into his training. (they had to go thru the gas chamber twice if they wanted a call) so yeah, the calls are short, but let him talk to you. don't flood him with questions, just let him tell you what's been going on with him.
