I told my boyfriend that i had a surprise for him tonight, and i was going to make a picnic, but its too cold today to do that. what else is creative and cheap, but he will love?

Give him a massage from head to toe. Put on some relaxing music, light candles and he's bound to love it. Everyone likes to be pampered and feel special.
I'd like to recommend more than a massage, but don't feel comfortable doing that since I don't know your age or the nature of your relationship!!!!
