because it is all mature hair .. and mature hairs have a sheen to it so that color doesnt stick...

Suggest that she use a "soap cap" before dying: about one teaspoon of liquid hair bleach in a cup's worth of shampoo, and shampoo as normal. This will roughen up the hair's scales and allow the dye to penetrate more deeply. Use a deep conditioner afterward. If she has fine or delicate hair, try a couple of tablespoons of lemon juice instead.
Grey hair is notoriously resistant to being dyed, unfortunately.

As you get older your haircomposition changes and gets weaker. A home dye is not going to work in her hair. Take her as a treat to a nice hair dresser.
My grandma goes to her little local hair dresser and the majority of their clientele is her age group, so they know exactly what they are doing!!
