Strange as it sounds, do not comfort him - dogs can interpret that as validation that there is something to be afraid of. He'll take his cue from you, so listen to the noise calmly and he may learn by your example. If he is so afraid that you don't think that will work (it's a gradual process), many vets will give you a doggy valium (seriously) for Christmas, New Year's, and July 4th to help keep him calm. No matter what, don't let him outside, though. Frightened dogs often get away from their owners and end up in shelters because they were so frightened when they ran they didn't pay attention so that they could know the way home.

Another option is an Anxiety Wrap. It looks sort of like a wet suit - it's snug and covers much of the body. It can be amazingly calming for dogs.

Depending on how loud the noise is, you may be able to drown it out somewhat by playing classical music, white noise (machines are available) or a cd called Canine Lullabies (amazon.com sells it).

Chamomile tea works very well, and is safe for him.
Dump it out of the teabag, and use 1 teaspoon for small breed, up to 1 tablespoon for a large breed. Mix it in a little canned food, such as Mighty Dog, or Cesar's, and give about 30 minutes before he needs to relax. It will keep him happy, but reduce stress. It can be given as needed.
You will find it in your grocer's tea section.

Unfortunately, there's not a lot you can do for this type of fear, other than medication. Talk to your vet about an appropriate tranquilizer and dose.
