A very careful person with lots of involvment in his work. What is this Bals you don't know even this. If you are a tamilian then you should feel very shame shame puppy shame.

I think it means same thing as in Gujarati Nhi bhanyo anhi Sikhyo.
Did not learn from the experience or did the person study.
Basically Useless person.
In olden days there were no school but most people made themselves use full by picking up things by experiences.
I do not speak Tamil but this come to mind. Am I even close.
