Milena, in all honesty the only way to deal with neighbors who do not take responsibility for their pet's nuisance behaviors is to capture and turn it into the animal shelter. They then will have to go the shelter to pick up the animal and pay a fine. The shelter will then read them the riot act about the cat being outdoors and if this happens more than once they will not release the cat back to them and find another appropriate home to adopt kitty to.

Well - cats always seem to respond better to kindness than punishment. So, why don't you try to make friends with the kitty - by putting milk/food in your garden far away from your car.
This way he would rather go to the nibbles than your car.
Alternatively put the nibbles at a certain spot where kitty wouldn't need to cross over your car to get to it.

Also - to discourage him going near the car put down really strong smelling fluid around the car - for instance vinegar or scrubs of amonia - in circle ur car with it and try putting cling wrap on the areas he likes walking on - sound strange i know but for some reason they don't like walking on that surface.

Otherwise - put a sprinkler near your car so it's wet - your car will be permanently clean and kitty won't like but ur water bill might be a little high;)
Good luck!

Our neighbor has 9 cats that come over & hangout with us
you can't really keep them off your car, but you can buy a car
cover & cover it (after engine & tailpipe cool off) every night.
a small pain in the.... but takes $20.00 at Wal-Mart for a new
cover and 5 minutes time at night...isn't it worth that to protect your car??

Spray it in the face with water.
Build a garage.
Call animal control when you see the cat outside.

well there is a pet repell spray but I dont think you'd want to spray it on your car, if you have a garage put your car in there, other wise you are gonna have to talk to your neighbor & tell him if he doesn't keep his cat off of you r car you will be forced to call animal control

shoot it with a slingshot or bb gun.. OR.. put two empty milk jugs on each corner of where you have the problem...they wont go inbetween the jugs....(something about the sound or the echo that they dont like) it may sound wierd but it works.. my grandpa did it around his garden so the cats wouldnt use it as a litter box...
