I've seen this in Florida on several occasions. Once when they found a dead body as well.

They do that to keep the engine from overheating while it is sitting there idylling. They not only do it in Florida but a lot of other states as well.

They raise the hood if it is hot out and they need to leave the car running so as to help keep it cool

It's usually when the temperature is warm and they don't want their engine to overheat setting there idling with the a/c on.

DO MEAN THE TRUNK? I'VE SEEN THE TRUNK OPEN BUT NEVER THE HOOD. THEY USUALLY DANGLE SOMETHING OFF THE TRUNK TO LET OTHER MOTORIST KNOW TO PROCEED WITH CAUTION.

I would think that it makes their vehicle more visible for safety reasons.
