As others have said, it was Foghorn Leghorn, but Foghorn's voice and character were borrowed from the Fred Allen Radio show's Senator Claghorn. Ironically, the guy who first did the voice, later had to get permission from Warner Brothers to do the character after Foghorn became more popular that Senator Claghorn.

Foghorn Leghorn was my dad's favorite! That cartoon always reminds me of him and waking up super-early on Saturday mornings to watch cartoons (back when they were good)!
