Is store bought spinach safe?

Yes, it's as safe as any other packaged vegetables. The source of this summer's e coli outbreak was identified, and the affected fields were eliminated from production.

Still, it's a good idea to always wash your fruits and vegetables even when they say "triple rinsed". This wouldn't have stopped the outbreak from the tainted spinach, but it's a good practise to follow in general.

Yes, it is safe to eat. Just be sure you wash it well, even if it comes already bagged.
