I dont think the saying means that promises are made with the intention of breaking them. I think it means that when promises are made, they get broken (broke?) 'regardless' of the right intentions.

because it's not a promise. it's a deep feeling and sometimes people stop believing in love and they get confused. that doesn't mean that it's promise is broken.

because half the time people dont honeslty know what love is they just say it because its the "kool" thing to do! When its really not. Love isnt something to be said to everyone it is a very meaningful word, and needs to be used to the person that you want to spend your life with and that you really honeslty love!
