There are homeless folks in any big city. You should see philadelphia.

They are poor vagrant old and young people all through the cities of the United States. In San Francisco and Los Angeles there are so many homeless and if we would give up the greed of bush`s oil it would be better to help these needy ppl. Also it is a shame how our Government is treating the veterans. Closing so many VA Hospitals. Of course look what they did to Vietnam the same hateful way after they served our country too. But I imagine if you wonder I bet there is some of our veterans homeless and so called bums...I think this is a disgrace of the government greed!

Homeless are virtually everywhere. You've obviously never been to NYC, LA, DC, or a thousand other cities in the US. It has nothing to do with red or blue state or a blue or red governor/mayor- it has to do with the fact that the US just doesn't care.

And if you want to get political, one could say it's because CONservatives only care about people if they are a zygote or in a coma. Anything in between doesn't deserve their help, even if they are a veteran. National & federal funding for programs to help veterans (who make up a large percentage of the homeless population) are constantly cut by republican politicians.

In reality, political parties of local governments has little to do with it - NYC has a red mayor and a red governor for its state, CA has a red governor with LA having a blue Mayor, and DC has a blue mayor, but he endorsed a red successor.

The answer to the question is truly 'because there just are', just like there are in most major cities around the world. Some don't want help, some abuse the system, some don't know how to use the system. And, the system that's currently in effect just doesn't work 100% of the time.

Ever been to New York City? Or San Francisco? The transient populations are far more numerous and aggressive in those cities.

In contrast, Portland's "bum" problem is not that bad. These folks don't even harass pedestrians that often. It's mostly older people who are down on their luck or middle-class teenagers/20-somethings who are rebelling...rather than hardened criminals.

I think all homeless people pick big cities. Portland is that. And I don't understand why here in the NW because it rains so DANG much, especially lately, but then I think that it must be easy to live here and they are able to, so they take advantage of that.

It all started when the Rajneeshpuram drugged homeless and poor to gain power and after their psycho cult was shut down the homeless ended up in Portland.

Well, that and the moderate temperatures and decent social services (at least in this day and age).

Hmm, good question. It is well known in the U.S. " Welfare Community" that Portland welcomes indigents, citizens or illegals, by providing "free" welfare services "NO questions asked".
I personally think that the city government not only allows it, but encourages it. Portland makes Oregon a "Blue Welfare State". Remember, former mayor, Vera Katz running off to New York to show off and then refusing to allow the Portland Police Department to cooperate with the FBI's request in terror alert preparedness directly after 9/11. The rest of the state was humiliated by her anti-American stance. Typical Democrat.

They are everywhere. Because poverty is rampant in this country. We are to busy killing people for oil to care about our own people starving to death. They are not bums they are our old and our young who can not afford a home.

i was wondering that myself. i think it has to do with the weather. so dreary all the time enough to depress you and not do anything but be a bum...when you find out let me know!!!!
