Depends on what type of hair you have and what length you want it.
If you're willing to go any length, then the sky's the limit.
The longer you'd prefer your hair, however, the harder it is for it to look "punkish"
If you want it longer, my suggestion would be to get it layered with razored ends so it looks shaggy and then put maybe put in highlights (or a whole head full) of an unnatural color (ala Manic Panic)
